Acrylic Lacquer actually has higher VOC's (Volative Organic Compounds) than most urethane paints. Which harm the enviroment more. Although the hardener for urethane paints contain Isocyanates which are particlular harmful to a humans/animals respiratory system. Acrylic Lacquer has been outlawed completely in some countries due to high VOC's.

first mistake is painting it outside?? not a very good idea, to much can happen outside with dust and wind blowing on the wet paint dont you think even though i dont look windy at all i wouldnt take the chance
I'm not even going to try and pretend like I know anything about painting something besides for a coffee table but my better intuition is telling me that painting that thing outside is bad news.
Paint panel by panel along the car in 6 inch horizontal fan, overlapping 50% each time. I've never painted in an atmosphere above 30 degrees C so there may be alterations to make, but that combined with alterations to your mixture should work well for you.
Gun position looks fine, but he's using a very narrow fan pattern. I like to spray horizontally as already mentioned and with a wide fan. Also because I assume you live in a hot place, he'll need to think about a fairly slow thinner and using a reasonable amount of it. If the thinner is too fast the paint is going off before it's had a chance to self level, the same applies if the paint is too thick (not enough thinner), but it's flowing well out the gun so i don't think it's that.
i think he's holding the gun too close and moving too slowly. i have found that its better to follow body lines (going horozontally instead of vertically). but the orange peel either has to do with him laying it on too thick from being so close or not using enough thinner. and im sure painting outside doesnt help. i just painted my caprice lemans blue. what color is that?

Also keep your paint at 90 degress from the panel and make sure you keep the same distance with the paint gun from the panel. About a hand span.
It probally doesnt matter now but for next time lol.
