"The Nazis" were the regime and members of the NSDAP party.

The soldiers and officers of German army of that time weren´t nazis at the majority until the later years of the war, when the regime replaced all non-nazi officers with their people, when the tides turned against Germany and they feared a millitary coup to kill Hitler and end the war (and the close-but-no-cigarr-coup by Stauffenberg and his pals proved that they had all reason to fear the millitary...).

Even though the Germany army also joined the SS in atrocities against civis and captured enemies in some cases, most German soldiers of WWII were beasically soldiers, men who thought that they had to fight for their country to protect it. Hitler´s regime brain washed the people of Germany, many people believed their lies, they really believed that jews and communists were planning to destroy Germany and that the burning of the parliament was the attack of terrorists send by them.
