I've done this level in 18 minutes. you must divide the fire to more smaller fires, so they can't grow so fast and extinguish them. maybe I'll upload the video how to do this.

if you repair the bulldozer whit your engineer you get another unit whit 2 fire trucks 4 or 6 firefighters and a wather tanker.
