The very fact that the Apostle Paul was angry at sin and taking it to God is proof he is noble. He is a very humble fellow. Even David and Solomon fell down but God brought them up. By the way, it may time to stop receiving comments.
Paul is describing the worst state of being for a christian, but goes on to excitedly thank God that He can deliver us from this state right now. Ch8 goes on to describe this victory and how it not only can happen, but must happen. When God convicts us of a sin, will will struggle at first, but His conviction is a promise of victory. Only when we realize that victory must happen, will we have faith for victory. Otherwise faith must be manufactured by us and we will never overcome with this faith
This verse i s a good verse to those who keep saying that the Rapture will come soon. Are you ready? or something to the affect of are you living a good Christian life so you will be worthy to be taken up or will you be left behind. If you are a Christian, you are ready. If you have faith in Jesus Christ to save you from your sins, you are ready. I doubt if very many Christian can compare themselves to the Apostal Paul and even Paul admits his very human short comings. Worthy is Christ.
At present, we are a half baked cake. Our salvation will not be complete until we see Him face to face. Inwardly, I'm am perfected as far as moral matters go. But sin, which is in my members, in a sense holds me captive. So it is no longer I who do it, but the sin that is in me. In other words, I and sin are now separated, which is what holiness is, and so I have been made holy by being born again.
The sin in my members will end when my body becomes born again also, at the resurrection.

I thought when he wrote that he was talking about his past and in chapter 7 he was talking about redemption?
