d- Introduce qualified majority voting instead of decisions having to be made unanimously as was the case since the inception of the Union. This provision is designed to make the EU a workable union after enlargement to eastern european countries.
e- Creating an EU President. A non-executive role, it would have replaced the 6 month rotating presidency. The size of the European Commission (the government of the EU) would have been reduced to 18 commisioners instead of the current 27 (one per country).
f- Give legal recognition to symbols like the EU flag (the circle of stars), to the European anthem (Beethoven's Ode to Joy) or its motto (United in Diversity)
g- Allow a process for members to withdraw from the EU.
