Actually it does. A semi-autmomatic gun's rate of fire caps out at 1200 rounds per minute. Which is about 20 shots a second. With doubletap the maximum rate of fire is now 1596 rounds per minute, almost 27 shots a second. Both of which I find unlikely to reach without a modded controller, so double tap helps semi-automatic guns with modded controllers.

Try learning to read. I said the games max fire rate for a semi automatic gun is 1200 rpm, which means no matter how fast your modded controller can get, there is a limit. Then I stated double tap increases this limit making it possible to shoot faster, but these speeds would only be attainable with a modded controller.

It's not a mod. He can fire fast, but a mod would put him at 1200 rpm, which would be a LOT faster (faster than the P90.)

Personally I prefer the USP.

The M1911 is also good but has the same amount of damage, one less round in the clip but has more accuracy.

The deagle is awesome but you can't put a silencer on it so...

Also the M9 is my pet hate. Even though it has a massive mag, it's pretty inaccurate and has a crap stopping power... so I have to mash the buttons a lot of the time
