The PCI latency tool is not compatible with Windows 7. PCIe FireWire cards are unaffected by PCI latency and there is no need to use the tool for these.
The 4ms latency is not PCI latency, it is the audio driver latency. To run this as low as possible, ensure that your computer is tuned as per the tuning tips on the Focusrite answerbase.
Occassionally (but not all the time), my music will drop and crack at various intervals. Thanks to DPC Latency Checker, I tracked the problem to my wireless router. After disabling the router thru device manager...all is well. Updated the router firmware, but still notice the spikes but not as much.

PCI Latecny doesn't wokr for Vista x32. Any ideas what I can do instead to adjust my PCI?
