It is irrelevant how fast a ball goes in determining whether or not it was a good hit. That shot was clearly at WORST a split-hit, which is always favored to the shooter. That was a bad call on the ref's part, she hit that ball well.
Yeah, that was definitely a bad call. You can just look at the path of travel of the 9-ball. It almost travels perpendicular to the side rail. Had the 9-ball been struck first, its direction of travel would've been closer to the right-hand corner pocket.

Not a tough call, but she did hit the three ball first clean. If she had hit the 9 ball it would have gone faster than that. Good Hit
