Quite boring but in Europe the strongest you can buy is 10mg Tar, 1.0mg Nicotine, I think this was introduced in 2000. Full strength were typically 12mg tar and 1.1mg Nicotine in the 90's in the UK, much lower than American brands. Oddly higher nicotine and Tar makes them easier to smoke, like smoking weed has less resistance on the throat to inhale yet is more dangerous to the lungs, contrary to popular belief.
That video was garbage. Stronger cigs with more nicotine make you smoke less NOT more. I smoke unfiltereds and it has cut my smoking down a lot! When I smoked lights with less nicotine I was smoking a pack a day. Now I smoke maybe 8 a day. What a pack of lies!
Not sure about America but in Australia where we also have strict smoking regulations they took the details of whats in a cigarette off the packs when the horrible picture were put on and werent allowed to call them light, extra mild etc anymore, but obviously this meant it would be easier for tobacco companies to increase the nicotine and other chemical levels without anybody knowing. It's crazy !

well smoking u can quit cold turkey and u will feel like shit but it wont kill u
if u try to quit drugs cold turkey it can actually kill u so cigs is better in the end
