I think that the point of this cartoon is: With so many orphaned and starving children in post-war Japan, those who have the means should bring abandoned kids into their family and treat them as their own. The beginning and ending scenes indicate that this is a Christian family, but the idea is universal.
@CadetJack The christmas tree doesn't necessarily indicate that this is really a christian family but more that customs from the US started to become part of Japans everyday life as well. And don't forget that in Japan most people aren't strict followers of ONE religion but are both shinto and buddhistic. Many also follow some christian elements (for example it's popular to marry in a church). Though japanese christmas is more a holiday for lovers in general.
I like how this, even as a seemingly kiddy cartoon, they captured the unique personalities of little kids when they sulk over fighting about "NO! Mommy loves ME best!" or adopted siblings and things like that. It's very touching, and so adorable how they put it in this cartoon.

The rural backgrounds in this reminds me of the ones in Miyazaki's My Neighbor Totoro.
