In the main menu, click on options, then go to Mouse/Keyboard. Then, click advanced options, and check the box that says "Allow Developer Console". While in the main menu, press your Tilde key, next to your 1 key and under your escape key. Then, type in cl_crosshair_dynamic 0. And yer good to go.
