this cartoon sows the begining, when ryu and ken were still learning how to use their powers, that's why they take so long to throw a single hit and it looks like hell when they do it.

No not at all. Blanka was a lost boy in (i believe) Brazil and was raised by animals. He was reunited with his parents after the street fighter 2 incident
