zoom in real big and notice the pixelation on some fonts and real crisp on the other and also when you zoomin tight watch the text dissappear for a second and return. zooming in and out fast shows this. its definately a altered pdf file in 9 or so layers.

You need to put it in Adobe Illustrator. Also I you just cut and copy it into a Word Document you can see the first template.
