They should certainly get arrested and then fired. It is a major flaw in character that clearly shows not only have they no morals but no desire to uphold their oath and do their job even while on duty.
But do they get a free phone call? The card might come in handy. LOL

if you look at it in terms of probability of being caught, and value of goods they can steal each time, it is possible that it would be worth it

...and no it is not worth it. People like you think you ar alive to collect crap? When you lay in bed that evil sinks in to your subconscience and you know you ar dirty. It effects you very being.
