I do the same thing on The Sims 3.I just created a huge greenscreen basement, used proper lighting to even the color of the basement, then took 2 videos, one of my sim in the greenscreen basement, and another video of a close-up of the floor of my house. I then just loaded both videos into avs video editor 4, then used the video overlay and chromakey features to make my Sim look like he was shrunken. In other words, the sim isn't really tiny, it was just edited to look that way.
