My tools menu in sculpt mode is different but its pretty easy to see the difference, for instance the inflate tool has inflate and deflate other than add and subtract, but when I use the inflate tool its nowhere near as efficient and I have to hold the mouse down for much longer
@mafiameower I will have a review video hopefully when blender 2.5 full release comes out. The only change to the sculpting tool right now is that it has brushes the tools all act the same. I do use the new sculpting format in my Shape keys part 2 tutorial and I do touch a little on what the changes are.
@aghostisborn Another user has asked this question before and the issue was due to the object not being subdivided enough. Try subdividing your object one or two times and then sculpt. Remember the more vertices the more flexible your object is.
@classicblue Very true also something I forgot to mention is that you can subdivide surface the object but that does tax your computer as well but typicaly does better then subdivide smooth and smooth

I am using blender 2.58 and when I deflate button it shrinks the whole face not just the eyes .Or is there some other way to do it?

the inflate tool doesn't inflate hardly at all, even at full strength!! i have 2.5 beta, does that matter?

in the edit buttons you could set the object to smooth. That is actually a smarter option for those with not so awesome computers.
