It is documented on the court transcripts that Dr. Haugen was reported to the MDCH during my hearing and Judge Dobrich ignored the information. Recently during an administrative expungement hearing the supervisor of the Cass County DHS, Cindy Underwood stated well I dont see what the problem is, the children didnt complain about how their evaluations were conducted...lol. Things, you need to teach your children these days, manners, prayers, kindness, sharing, and the APA ethics code!

Even, Indianas CPS testified at my hearing that my children should be returned and approved our home for the childrens return. I need to find out if Cass County DHS or other Michigan DHSs and agencies are still using Haugen to take the $300-500 from the tax payer and NOT do evaluations as he should.

My opinion is that he was rubber stamping the case workers writings in their reports, even though the caseworkers are not qualified to do the evaluations. 1. They work for DHS (& apparently so does Haugen) 2. They are not trained psychologist (& apparently neither is Haugen). His full name is Randall Eugene Haugen and his license number is 6301011818. Go to the Michigan Department of Community Health site and you will see he was fined. I have the documents for why. He got fined for two counts.

Im trying to get in touch with an attorney that will sue the psychologist and maybe the judge for relying so much on his evaluations of me and my children he had just recently got sanctioned for how he performs evaluations. I subpoenaed his financial records and he got $300,000 that year from the Michigan DHS (Human Services).

I wish I could offer you some hope unfortunately DHS/CPS likes their money too much and will do whatever to keep it legal or not. Cass County is notorious for abusing authority provided to them by the people. Just a fact that the only family court judge (Susan Dobrich) is married to the chief police of a city within the county is a conflict of interest. Not just that but she publicly said she wanted to be a judge while she was a Cass County prosecutor and married to law enforcement (yea what prosecutor doesnt want to be a judge).

They way the budget is set up now the DHS only gets the grants if the children are in need of protective custody. They call this prevention but there is no money for preservation of family. The system gets stronger and families get exploited.

They are not done making making though, they want to adopt my children to make it look good to the federal government on paper that the foster care system is doing something good with the 10 billion dollar annual budget and incentives that the DHS has beg for with all their propaganda to the people. They could cut the budget in half and use the other half to true help at risk families.

What I learned is that for every dollar on therapy, court cost, drug testing and any other services the county and DHS spends they get to ask for double that amount for their next federal grant. Basically by desperately trying to get my children back I made DHS and the contracted workers and family court and the county a bunch of money.

I followed all the court orders for the entire 21 months. Cass County DHS and Family court never planned on giving my children back. I went to every appointment and did everything asked of me but the court and DHS would not give my children back no matter what I did. I went to over 300 appointments for myself, my children, and took over 125 drug test even though drugs were never an issue with me.

No, there are still stolen and I'm still fighting in the court system to for my children. My case is on a case call in the Supreme court of Michigan to see if the justices will hear my case. My 3 youngest are in a foster home and foster parents are getting paid nearly $40,000 a year for them....

...and my oldest son in foster care was put in a facility because after they told him he wasn't coming home and after the DHS put him in two homes where he got abused he strarted to get aggressive so they put him in a facility because he was a liability to them, and my oldest daughter who would not let them terminate her rights is still stuck in foster care and the court hardly lets us see each other and she is now pregnant in the system.

What people don't know is since CPS/DHS doesn't hold caseworkers responsible, gives them bonuses to take children and has almost completely drained our Social Security. DHS's 1st concern is the funding, our children are just pawns used in a money racketering game..

People need to fight back to change the laws, and hold all caseworkers liable.

I am not sure of your resources but there is help. Do you have a lawyer? U of M has a poverty legal program as do most law schools. check it out. Legal aid could help.

I remember about 8 years ago meeting a couple at a parenting class who were in the same situation. they told me the foster programs are a money making business. I hope for the best.

The Thomas Court disagreed, reasoning that absolute immunity was created for social workers so that they could be free from the fear of harassing lawsuits and otherwise perform their duties.
