The European Parliament building in Strausburg is modelled on Breughel's painting. An EU poster shows the tower with 12 stars orbiting it (only 11 are visible), robot like people coming out of it, and a quote saying "Europe - many tounges, one voice".

It looks more like being attacked by the groups as they are armed with weapons.
At 0:35 the right side of the picture looks more like ruins than going through process of building.
