Again, if you don't believe so, or if you believe that the papers you get with the fine don't constitute a bill, or if you believe that a bill is necessary, you can take the case to court.

I have also had Teignbridge council write to me recently and say that although they will be chasing 2 outstanding tickets they are cancelling the other 16 tickets (Yes, 16!) - you'd have thought they would realise if they are not getting the money for 16 then they aren't going to get it for the 2 either.

They can then send you a bill showing what you owe and what is for, and they will show you the contract you signed when you bought it. You lawfully owe that money. Now, say a corporation asked you for £1000, you write and ask them for a bill and a contract. If they can't provide this you owe them nothing. Fines are corporation business. Not law.

Because you never signed a contract to agree to pay and they will never tell you what you are paying for.

Have to take a photo to prove the reasons for the ticket. But they don't take one on initial sighting. Their tickets hold no legal credibility. It is one mans word againt another with no evidence other than an easily forgable handwritten npotepad. Don't pay!

@Badwolf182 Good point. Technically you could yes, under common law. When these people clamp cars they often remove them if you don't pay the fine, and transport the car to a lock-up. Technically that is theft under common law, you're absolutely right. So people should look up the relevant common law and go to the police and make a complaint. Even if the car-park is private property it still should not give anyone the right to take someone else's property without agreement.

parking tickets are a CHARGE, not a billable fee. A charge can be tendered into DISCHARGE so no need to piss around with commercial redemption. Beware of false infomation, seek the remedy that is already in the legislation.
