Personally I believe he has the mentality to be a Seme~ he's got a fairly dominating nature, it's just that he's small and fragile. Plus in comparison to the boy who I paired him up with, (Mytho from Princess Tutu) Ciel is the obvious seme match in the pair. xD

@camichan19 though, as I "tried" to show here, sometimes Ciel likes to play with Mytho's mind and "tease" him about being seme, (like where he's tied up would be trying to provoke Mytho) but he always turns the tables on him. Their relationship would be quite sadistic in my mind now that I think about it....o.o
