People typically do not want to get involved in Taiwan because the victims generally point to the nearest person when the police ask who hit them.
It pays to get a few people on your side before rendering assistance (that said, one is always obliged to render assistance regardless of the risks .. and, yeah .. the police are likely to agree with the victim.).
And in typical Confucianist fashion (Taiwan, Korea, China), nobody comes to the person's aid. If they don't know you, they ignore you.
I stopped to help a hit and run victim (a kid) in Korea and nobody else came. I didn't have my cell, and not a single damn Korean stopped to help, some just looked on and talked to each other while the kid is screaming and bleeding. Just fucking amazing; I had to run to a pay phone and call for help myself.
A mafia hit. The only voilence I've seen in Taiwan is vehicular. There's alot of kindness. I've seen a similar hit and run in Taiwan. Only it wasn't a poor old lady. It was a scooter punk. Also saw a guy get squished last week. dangerous.
