@metallitech They're talking about assigning memory when programming an operating system. The bits are pieces of memory that store the variables used when programming and "hex 400" is referring to the location of the memory, usually called a hex address. That's really all I could get from it (and some of it may be wrong :P), apparently he shouldnt have even been able to solve the problem given what info he had but it sounds cool in the movie and all the terms used are real.
