I don't know of any translation site, désolée! Automatic translations on the internet are kinda aweful! Particularly when it comes to french/english transaltions (because of all the prepositions). I guess you can use it to translate words but not entire sentences.

I've been learning French through the Rosetta Stone CD-ROMs. For asking for the time, they say, "Quelle heure est-t-il?". Is this also acceptable?

yes absolutely! "s'il vous plaît" is a formal way to say "please". the familiar way is "s'il te plaît".
