Your point is well taken that immigration laws are stuck in a time warp. But that's Congress' fault, not the employees of CIS. They have to follow the laws on the books. If we want change, we've got to get Congress to act.

great video. i currently am in the process of bring my fiancée here form the Philippines. That is exactly how it seems to be. no help, no answers and always kept in the dark. it take 6 months to approve a packet that takes 15 minutes to review

While the video portrays a government agency as being completely dysfunctional in an operational sense, it concludes by pointing the finger at Congress. The dysfunctionalities of any government agency have less to do with laws and regulations and more to do with hiring good people and giving them the resources they need to work efficiently.
You probably don't know that the budget for the CIS has been increased (doubled, tripled, and cuadrupled from 1996 to date) numerous times, the processing fees have been increased more than 200% in less than a decade, and the service continues to be extremely poor. I said that from both perspectives, an Immigration Legal Assistant and as an immigrant myself. All Americans need to know the truth about this diservice to the nation!
That information is indeed helpful to know. All I was trying to say was that the remedy for a government worker who shows more interest in his jelly donut than his work should not be to ask Congress to repeal or overhaul the law; it should be to hold the employee responsible for his lazy work ethic.

INS, I mean USCIS, has both resources and good, efficient workers in short supply. It will be well within the sphere of influence of Congress (at least the Senate) to correct this, as they will do Senate confirmation hearings on the next INS, I mean USCIS, Director. Let's all hope and pray that whomever is decided upon be a great manager and motivator to correct all of the problems that face the agency.
