The "Good Times" represents the time in the 50s/60s when cigarettes were popular and everyone smoked them, the Pulch represents a pair of lungs, Luxembourg's death represents when the first person died from smoking and everyone knew it was bad, the "lost vibes" were people learning to stop smoking, and finally, the Pulch collapsing and all the gunk coming out of it represents what happens to your lungs after you smoke.

@cradleofdeath123 well, I really don't have interpretation. I see it a surreal and absurdest work. I see something different in it each time I see it, but nonetheless I enjoy the piece. It has a dark fascination like most of his work, although much more light. This is by far my favorite as it is less overt in it's dark themes. It's somehow refreshing, almost like a dream. It makes sense in the moment, but not in hindsight or reflection, similar to the novel Finnegan's Wake.
