it's dubai's governments own fault for not investing on research and development and science. they did the most irresponsible thing by investing only on real estate and tourism. they thought just becuase they built pretty apartment buildings and office spaces that people would just come and move in to a really strict country where there justice system sucks. now all the foreigners want nothing to do with dubai. the economic crisis has hurt dubai a lot.
I see where you are coming from, but Dubai is a city state ( a city operates independently from the state in terms of laws and governance) so although the country is somewhat strict, the city isn't. I do agree with you that the government did make many poor choices with respect to investment choices. Now with respect to the national debt, a 50 billion dollar debt isn't really that much when put into perspective and is easily dwarfed by the 12 trillion dollar debt that the states is in.

Accept foreigners by allowing them to have the freedom even if they wanted to take up citizenships. A country should invest in people like the Europeans do. In Europe you are a citizen after only 5 years.
uh your wrong, Abu Dhabi which is part of the UAE is dependent on oil. Without Abu Dhabi's help Dubai would be in 100% ruin by now. Dubai is depending alot on Abu Dhabi's loans due to their real estate bubble collapsing.
