There's cost, and then there's value. The green screen room and equipment (though valuable) was borrowed, so it didn't cost anything. Only items rented or purchased specifically for the video counts toward the $99.

The value of the Statue of Liberty isn't included in the budget. Only the cost of the ferry boat tickets to get there.
