It may sound totally stupid, but at the time very few understood the potential damage that a nuclear bomb could do, let alone the radiation. It seemed to do the trick at the time, and, if it weren't for McCarthy (amongst others), could have gone some way in preventing mass hysteria. ^.^

Technically, when that happens and you`re out in the open you don`t have many other options. It`s better than staying upright since at least you make a smaller profile and debris is a little less likely to hit you. It`s a small consolation but it`s better than nothing. Depending on how far away from the blast you are it could increase your odds of survival
