The pilot is asking someone on the ground to order that for him so it can be ready on his arrival. It happens often. This isn't a control tower frequency, and trivial stuff like this just doesn't happen on those.
@1causevic No deflection on the S-Meter, either. I'm guessing the display may be fake, but the audio may be real-I'm guessing he would be ordering from one of the restauraunts in the airport. 15-20 minutes seems awfully optomistic if the pilot is still in the air with all the post flight checklists...
