The Seven Year Itch has a 36 page scene, that's fine, just don't bore your audience. Most screenwriters rarely use that much time for a scene.

Tip #2 is wrong. VERY wrong.
A scene can be however long it wants to be. For example, two key scenes in Tarantino's Inglourious Basterds take well over half an hour to conclude.
