Actually no, the creator intended them to be straight. The director of the series put a yuri overtone on the franchise. Said director also went of to make this movie by himself with ought the original creator. So the characters are straight, it's only in this movie that they are actually gay.

Actually Ikuhara Kunuhiko (the anime director) created the story. He brought Saito Chiho on board to write the manga. Ikuhara said he intended for them to be a couple, but Saito objected. Later, after seing the movie, Saito apologized to Ikuhara saying she "missed the point" entirely." So yes, Virginia, Utena and Anthy are and were always intended to be a couple by the series creator. Ikuhara Kunihiko. Please get you Utena History straight.

Chiho Saito (who was the CO-creator and helped Ikuhara develop the story) had MUCH more influence over the anime than people give her credit for. In the anime, Anthy and Utena had a very strong friendship because it was HER vision and Ikuhara respected it..

Ikuhara had absolute power over the movie and made them sapphists like he wanted. So, there are two incarnations Utena's and Anthy's that I consider separate entities; the very good friends and the romantic couple. I adore them both.

I always lol when people try to tell me Utena isn't yuri or at least shoujo ai. The director (Kunihiko Ikuhara) pretty much loves that stuff. Sexuality is pretty much well...not really thought about. That's pretty clear with Akio's banging of nearly everyone in the series.
