I just thought of something, there might be a second station somewhere else that's very remote (like Siberia) that buzzes at the same rate, but offset so that if one station's buzz is interrupted (in the event of something like Moscow being destroyed), and it's not scheduled, it becomes an intermittent buzz (instead of a constant one, much like what you're hearing) and then if that happens...Well then, I don't know, but it would likely be something bad. Just my theory, though, nothing concrete.
It's not the buzzes themselves that should be paid attention to, but rather, the ambient signal between them. The buzz, transmitted over a live mike is the interrupt. The long tones are the period between the sequences, which likely repeat when themselves... Theoretically, of course.
