A non full service town may not have certain municipal services like its own fire department or police - the town I grew up in, for example, did not have police and relied on a county substation. "Full service" could also refer to economics - it may not have a grocery store or a hotel.
Everything you need like shops and services are very close by, only 5 minutes from the Closter downtown, 30 minutes from NYC, and 20 or so minutes from the Shops at Riverside, living in Alpine is great :)
