The WR250R and the WR250X are both fully road legal (reg plate, lights, horn etc....)

You are thinking of the WR250F which is an offroad only motorbike, unless you were to put lights, horn etc.

The only way a WR250R could be non road legal is if someone stripped the neccasary legal equipment from the bike.
