This was an infantil work in the time of Franz Liszt and Frederic Chopin . Liszt actually made a transcription when he was 6 years old in where it has some nice melodies in where it includes this one.
In Lithuania they call it "šunyu polka" which translates into "Dog Polka". I hope I have spelt the Lithuanian spelling right. Anyway, countries have various names for this piece and it does not have a know composer.

LOL. I don't know who called it a waltz, but it's not a waltz. Waltzes are always in 3 or some multiple thereof. This is in 4.

Don't really think it's from Liszt, the other vid on youtube "Liszt: Rapsodia Chocolatera (The Flea Rhapsody)" seems self made to me.
and ofcouse wiki/google states it nowhere.
