Yes it is safe, everything is edible but the pebbles. Chum refers to the use of fishblood, cut fish, guts or fish, this is not chum it is a dry scent. When I checked with the Illinois DNR the law enforcement agent said it fell into the processed/manufactured bait catagory . Then he bought some to go Ice Fishing.
So what happens to the pastic bait bag that you droped in the hole in most states that would be called littlering and chumming is eligal to do in some states like Colorado, Also is this considered littlering and is it Chumming?
The bag is not plastic, and is water soluable and disolves completely. The only remnants will be several pebbles used to sink the bag and they are washed and cooked to kill any bacteria. Some states do require all baits be attatched to the line, this is a grey area as it can be lowered by rod or lightly casted. If you have other questions you should check with your local DNR officer.
