Even though Blondie removed the bullets from Tuco's gun, both Blondie and Tuco were aiming for Angel Eyes. You can see this when Tuco pointed his gun at Angel Eyes and looked confused when his gun didn't fire. Even if Tuco had bullets he'd have shot Angel Eyes first. Then it would be a standoff b/w Tuco & Blondie and Blondie definitely would have won.
