The cop repeatedly told the man to put his hands behind his back. The officer can’t put cuffs on a person whose hands are up, it goes against training and puts the officer at a disadvantage should a suspect choose to attack. Yes the man was mentally challenged but that doesn’t change the action that should be taken. That man should have had a guardian there to take care of the man if he can not follow simple directions.
