well the city seems to be New Mombasa. The pods seem to be odst. And think of the phrases " Danger:flood zone", "keep it clean" and " prepare to drop" . Maybe the game will make u fight as an odst, in the period when in Halo 2 the chief is not on the Earth??? After all odst troops are orbital drop troops, as the description of the halo 3 odst helmet says ..
