As the circumcised males are told that their odds of getting HIV from unprotected vaginal sex are decreased, the probablity of unprotected sex goes up substantially. Hundreds of doctors and scientists accross the world have made the same absolutly non-red herring argument as sltr1. The law of unintended consequences has to be accounted for.
