You can make compost tea anaerobically, but it can smell very bad. If you build a biodigester, you can use the methane for cooking, and the slurry will be nutrient rich.
The scraps can stay at room temp or in the garage. Once partially broken down, you can add to the compost pile without attracting animals and finish the process. Buying worms is usually unnecessary - just build and manage the compost pile and the worms will show up.

@SuperBirdgirl Most microbes, especially the fungi aren’t bother by chlorine much at all. Rain water is ideal, filtered water is second best but I use regular city water on my landscaping and gardens.
@SuperBirdgirl I've heard Bob Webster and Bruce Deuley suggest running the air bubbler through the water for 15 to 20 minutes prior to starting a brew so help get rid of chlorine. There's also those aquarium drops for fish that take care of chloramine. Bob has also mentioned- you have a million microbes, etc and the chlorine kills 10% of'em- you still have 900,000 of the good guys left!

Soil Food Web has a bunch of information on their website under the About Us section. There is a lot of science that goes into making aerated compost teas properly. Most aquarium pumps don't provide enough oxygen. You want a minimum of .08 cfm/gal.
I've read that the effectiveness of spraying it on the leaves is debatable BUT I'm not sure if the debate related to eliminating harmful fungus or to how well the nutrition passed into the plant.
compost tea wont burn because for a citrus i'd recomend you to buy a bag of compost (get one with chicken manure and worm castings) and mix it in the native soil under the tree's drip-line and nature would do da rest
I wouldn't use a manure based compost, because that could contain pathogens such as e.coli or salmonella. Instead, use worm castings or compost made from non-manure products.
Longer brew times are not necessarily better. I'd shoot for 24-36 hours. Much longer than that, and you're looking at reducing your microbial diversity.
best and cheapest way would be to buy or make your own home Worm Farm there easy to maintain, all u feed them are your scraps and they'll give you your expensive castings ;) lots of vidz on youtube showing ya how do do this
