The Aliens accidently flew into the Military weather balloon and lost control of their spacecraft(at high speed too!) and crashed their craft, including some loss of ET life.
Coincidently the wrecked wether balloon was found nearby the spacecraft crash site. So it now apperas the US Military did a double-cover up , 1st from the American Public and 2nd from the Soviet Unioin!
