No, the nominations were submitted on February 1st. And from then until yesterday, the committee considers the nominees. Granted, this is unprecedented but it says something to the rest of the international world. George Bush made the United States the most despised nation in the world. If you know anything about global success, you know that we can't go it alone. This award given to Obama is a signal to the rest of the international community to once again stand behind us.
