He is speaking metaphorically.. He was making the point that we have entirely too many troops in Guam. He was making the point that the island is 7 miles by 12 miles and we have 25,000 soldiers (and family) stationed there. The population is only 175,000 people. This hearing was to determine if an additional 5,000 troops should be sent to Guam. He was trying to be funny and say if we send 5,000 troops and their families there we are going to sink the island.
