I think it was suppose to fall off in that scene. If you never studied cartoons, the monocle falling off gag in a sign of shock or surprise.

@Raptormon132 Maybe so, but then the monocle should've stayed off for the remainder of the scene. Unless they specifically showed Top Hat putting his monocle back on, then they should've left it off. It's just bad editing to have it fall off one second and then the next time we see him, it's back on.

Then what about one of them going up along side & magicly getting a rope on something to tow like they do all the time in the series? You wouldn't call that bad editing too, would you? The monocle falling off & back on again is no different.
