BELGRADE, September 7, 2010. (FoNet) -- Authorities in the countries of former Yugoslavia must form regional truth commission, Council of Europe Rapporteur Pietro Marcenaro told Fonet today.
For this Commission to be efficient, it must be established by the authorities from all countries of the region, explained Marcenaro, who is preparing the report on reconciliation in former Yugoslavia for the Council of Europe.
According to him, this means that both Serbs and Albanians must sit at the same table.
Council of Europe supports such initiative and believes that this regional commission should be formed as soon as possible, Marcenaro emphasized.
Council of Europe cannot define the way how to form and how the commission would function, rather that must be done by all regional governments together, he added.
Marcenaro cannot recall a situation from the past several years, when conditions for forming such commission were so good in the region (as they are now).
He pointed out that one of the main problems in the reconciliation process is that each country in the region has its own interpretation of the war.
These different interpretations represent a potential source of conflict, Marcenaro warned.
He supports the idea on the singular regional text book on recent history.
"I do not think that the idea on one book about the war is utopia and the Council of Europe would support efforts in that direction", Marcenaro stressed
When talking about the research which he conducted for his report on reconciliation, Marcenaro pointed out the contradiction that the bilateral relations between the countries were bad in the past years, but they individually made progress in the process of European integration.
However, he assessed that the reconciliation process in the region is going in the right direction, emphasising the improvement of relations between Serbia and Croatia, which could be an encouragement for improving all relations in the region.
Marcenaro said the second big problem in the reconciliation process is the issue of refugees and according to his assessment there has been progress in resolving this question.
He also mentioned Bosnia's Constitution as a problem, concluding that this country should be a federation and democratic, where all rights are respected. ---------------------------------------------------------- BEOGRAD, 07. septembar 2010. Da bi ta komisija bila efikasna, nju moraju da uspostave vlasti svih zemalja regiona, objasnio je Marsenaro, koji za Savet Evrope priprema izveštaj o pomirenju na području bivše Jugoslavije.
Prema njegovim rečima, to znači da za stolom moraju da sede i Srbi i Albanci.
Savet Evrope podržava takvu inicijativu i smatra da bi tu regionalnu komisiju trebalo formirati što je pre moguće, naglasio je Marsenaro.
On je dodao da Savet Evrope ne može da odredi naćin formiranja i funkcionisanja komisije, već da bi to morale da urade sve regionalne vlade zajedno.
Marsenaro ne pamti situaciju u proteklih nekoliko godina u kojoj su u regionu bili tako dobri uslovi za formiranje ovakve komisije.
Kao jedan od glavnih problema u procesu pomirenja, on je označio to što svaka zemlja u regionu ima sopstvenu interpretaciju rata.
Te različite interpretacije, upozorio je Marsenaro, predstavljaju potencijalni izvor sukoba.
On podržava ideju o jedinstvenom regionalnom udžbeniku novije istorije.
"Mislim da nije utopija ideja o jednoj knjizi o ratu, a Savet Evrope bi podržao napore u tom pravcu", naglasio je Marsenaro.
Govoreći o istražvanju koje je obavio za svoj izveštaj o pomirenju, Marsenaro je ukazao na kontradikciju da su bilateralni odnosi među zemljama regiona proteklih godina bili loši, dok su one pojedinačno napredovale u procesu evropskih integracija.
On je, međutim, ocenio da se proces pomirenja u regionu kreće u pozitivnom pravcu, ističući poboljšanje odnosa Srbije i Hrvatske, koji mogu biti podsticaj za poboljšanje ukupnih odnosa u regionu.
Marsenaro je, kao drugi veliki problem u procesu pomirenja, naveo problem izbeglica, u čijem rešavanju je, po njegovoj oceni, ipak ostvaren napredak.
On je, kao problem, pomenuo i Ustav Bosne i Hercegovine I zaključio da bi ta zemlja trebalo da bude federalno uređena i demokratska, u kojoj se poštuju sva prava.

STRASBOURG, September 2, 2010. (FoNet) -- Political committee of the Parliamentary Assembly of the Council of Europe (PACE) will hold a two day session in Belgrade on September 6 and 7, where the main topic will be "Peace-building in the countries of former Yugoslavia".
The topics during the first day of the session will be the possibility of forming the trans-national truth commission, justice for victims of war crimes and EU integrations as a mechanism for dialogue, said the press release by the CoE Office in Belgrade.
"Conflict which ravaged the former Yugoslavia during 1990s left deep scars which did not heal yet", said rapporteur Pietro Marcenaro, who is preparing the report for PACE on the reconciliation and political dialogue between the countries in the region.
"This hearing will discuss the ways to encourage the reconciliation efforts, but also promote new ones for the future", Marcenaro said.
At the beginning of the meeting, Serbian Parliament Speaker Slavica Đukić-Dejanović and the head of the Serbian PACE delegation Dragoljub Mićunović will address the Committee.
Exchange of stands and opinions with Serbian authorities will then follow, including Minister for Kosovo and Metohija Goran Bogdanovic, as well as the Foreign Affairs State Secretary Mirko Stefanovic.
The discussion will later continue with participation of the Deputy Prime Minister in charge of European integrations Bozidar Djelic, added the press release from the CoE Belgrade Office. ----------------------------------- STRAZBUR, 02. septembar 2010. (FoNet) - Politički komitet Parlamentarne skupštine Saveta Evrope (PSSE) održaće 6. i 7. septembra dvodnevno zasedanje u Beogradu, na kojem će glavna tema biti "Izgradnja mira u državama bivše Jugoslavije".
U saopštenju Kancelarije Saveta Evrope u Beogradu se navodi da će teme prvog dana zasedanja biti mogućnost formiranja trans-nacionalne komisije za istinu, pravda za žrtve ratnih zločina i integracije u Evropsku uniju kao mehanizam za dijalog.
"Konflikt koji je razorio bivšu Jugoslaviju tokom devedesetih godina ostavio je duboke ožiljke koji još uvek nisu zarasli", rekao je izvestilac Pjetro Marsenaro, koji za PSSE priprema izveštaj o pomirenju i političkom dijalogu između zemalja regiona.
"Na ovom zasedanju će se razmotriti načini za ohrabrivanje napora pri pomirenju, ali i promovisati novi za budućnost", rekao je Marsenaro.
Na početku zasedanja, Komitetu će se obratiti predsednica Skupštine Srbije Slavica Đukić-Dejanović i šef delegacije Srbije pri PSSE Dragoljub Mićunović.
Potom će uslediti razmena stavova i mišljenja sa predstavnicima vlasti u Srbiji, uključujući ministra za Kosovo i Metohiju Gorana Bogdanovića, kao i državnog sekretara ministarstva spoljnih poslova Mirka Stefanovića.
Rasprava će se kasnije nastaviti učešćem zamenika premijera zaduženog za evropske integracije Božidara Đelića, navodi se u saopštenju iz beogradske kancelarije Saveta Evrope. (kraj)
