Its called a balaclava (flashover hood some call it) and its designed to protect your ears, neck etc and seal the area around your BA mask.
I think this guy (Keith Scott) was a Guitarist with Bryan Adams and this might have been done as a solo project or sometime prior to his joining the band? I looked for this song as well and couldn't find it.
