You are quite ignorant of what behavior cats display. This type of "voicing" does not always signify hunger, and is in fact just indicative of what is quite common to many cats, regardless of breed/background/rearing etc..

I have rescued and raised many, many cats of all ages. Some of them have come from breeders, some from desperate situations, some from average pet shops. Some of the most vocal have been from the shops and breeders where it was very clear they were fed VERY well and attended to with a great deal of love and care. My noisiest cat presently has NEVER seen a moment of hunger in her life, but will SCREAM at you incessantly if you happen to be eating something that catches her interest.

You need to not jump to conclusions. And not be so judgmental.
