Graffiti is a personal expression. Whether it be a work of art can be debated. An image or a piece interpreting the creators perception of things could be and often is classed as art, however, someone merely applying graffiti claiming that his ex-girlfriend is a whore would not be viewed as art. Both types are different yes, but both graffiti nonetheless.

If you are enquiring whether someone like Banksy produces works of art, then the answer to that form of "graffiti" would be yes, it is art. But you should be more specific when asking the question.
