the reason naruto is a genin still is because in fact even though he kicked nejis butt, only shikamaru was considered worthy to become chunin, re-watch the episodes again and you'll see it's true. Naruto beat neji but wasn't good enough for chunin, also we never got to see shino's fight so it wouldn't have been fair to call the others chunin, apart from shikamaru who showed good strategy. :) re-watch the episode :)
